The Citadel Will Not Be Surrendered

A Declaration for the Christian West, and a Verdict on Islamism

I. The Hour Has Changed

Something has shifted in the public mind of Europe, and those who govern have been slow to notice it. Ordinary men and women, who never read a policy paper and never attended a rally, have come to feel that the ground beneath them is moving: that the streets of their childhood are no longer theirs, that the symbols of their nation are treated as an embarrassment, and that their objections are answered with suspicion rather than argument. In France, a survey by IFOP in February 2026 found that six in ten citizens believe their country is undergoing a profound demographic transformation, and two-thirds of those believe it is harmful.[1] One may dispute the interpretation of such figures. One may not ignore them.

Nor is the alarm confined to the street. Tony Blair, no friend of populist sentiment, chose the twentieth anniversary of the attacks on New York to warn that Islamism, both the ideology and the violence, remains “a first-order security threat” to the West, and that unchecked it will come to us however far from us it is centred.[2] And in June of this year, in Saint-Denis, Yazid Arifi, a French activist who once stood for Parliament on the ticket of La France Insoumise announced to applause that the West is finished, that it must not be reformed but buried, and that a government of the Left should help to bring down the “Western citadel from within.”[3]

A priest cannot remain silent at such a moment. The Church has never regarded silence before danger as a form of charity. The prophet Ezekiel was told what becomes of the watchman who sees the sword coming and says nothing:

Quod si speculator viderit gladium venientem et non insonuerit bucina, et populus se non custodierit … sanguinem eius de manu speculatoris requiram.

But if the watchman sees the sword coming and does not blow the trumpet, and the people are not warned … their blood I will require at the watchman’s hand.

— Ezekiel 33:6 (Vulgate)[4]

This essay is therefore not an analysis offered from a safe distance. It is a declaration. It is addressed to the Christians and citizens of the West, who need to hear that their civilisation is worth defending and that it can be defended. It is addressed to the Islamists, who need to hear that their project has no future here. And it is addressed to our Muslim neighbours, who deserve to know plainly where they stand.

II. What We Are, and Shall Remain

Arifi speaks as though the West were a recent construction of empire, five centuries old and ripe for demolition. He is mistaken about its age and about its foundations. The West did not begin with ships and trading companies. It began at the foot of a Cross, and its political order rests on a sentence spoken by Christ when his enemies sought to trap him between God and Caesar:

ἀπόδοτε οὖν τὰ Καίσαρος Καίσαρι καὶ τὰ τοῦ θεοῦ τῷ θεῷ.

Render therefore to Caesar the things that are Caesar’s, and to God the things that are God’s.

— Matthew 22:21 (NA²⁸)[5]

That sentence made the West. It denied the ruler any claim to the soul, and it denied the priest any claim to the sword. Pope Gelasius gave it its classic Latin form at the end of the fifth century, writing to the Emperor Anastasius:

Duo quippe sunt, imperator auguste, quibus principaliter mundus hic regitur: auctoritas sacrata pontificum et regalis potestas.

For there are two, august Emperor, by which this world is chiefly ruled: the sacred authority of the pontiffs and the royal power.

— Gelasius I, Ep. 12 (DH 347)[6]

From that distinction came everything the modern West prizes and too often attributes to itself alone: the liberty of conscience, the rule of law above the will of rulers, the equal dignity of every person before a single law, the protection of the weak against the strong, the hospital, the university, the cathedral, the parliament. These are not neutral achievements of human reason that happened to arise in Europe. They are the fruits of a faith, and they will not survive long once that faith is uprooted.

Let there be no ambiguity, then. The West is Christian in its foundations, in its law, in its art, in its calendar and in its conscience, whether or not its present inhabitants attend church. It will not become something else. It will not exchange the Cross on its flags for a blank banner, nor its common law for a revealed code administered by clerics, nor the freedom to leave a religion for a penalty on apostasy. These things are not negotiable, because they are not ours to negotiate. They were given to us, and we hold them in trust for our children.

III. The Numbers We Must Face

A declaration that ignores hard facts is mere bravado, and the facts of demography are hard. In 2024 the fertility rate of the European Union fell to 1.34 children per woman, the lowest level since 2001, and far below the 2.1 needed for a population to replace itself.[7] Pew Research found that Muslim women in Europe were expected to have an average of 2.6 children, against 1.6 for non-Muslim women.[8] The gap is real, and it compounds across generations.

Pew projected that even if all migration into Europe ceased, the Muslim share of its population would rise from 4.9 per cent in 2016 to 7.4 per cent by 2050; with migration at its pre-2015 levels, to 11.2 per cent; with continued high flows, to 14 per cent. In the United Kingdom the medium scenario gives just over thirteen million Muslims, or 16.7 per cent of the population; in France, even with no further migration at all, the share rises to 12.7 per cent; and in Sweden, under the high scenario, to nearly a third.[9] I do not hide these figures, and I do not inflate them. No national population in Europe is projected to become majority Muslim within the horizon of these studies. But a civilisation does not need to become a minority before it loses its nerve, and the change already under way is large enough to alter the character of whole towns and regions within a single lifetime.

Lebanon is the warning, and it should be heeded. In 1932 its census recorded a Christian majority. No census has been permitted since, but the best estimates now place its Christians at about a third of the population.[10] That reversal took less than a century, and it was driven by three forces together: higher birth rates among its Muslim communities, the emigration of young Christians who saw no future at home, and a civil war that broke the confidence of those who remained. Europe begins from a very different position. But the mechanism is the same, and two of its three forces are already at work among us.

The lesson of Lebanon, however, is not chiefly about Muslims. It is about Christians. A people that ceases to bear children and whose young no longer believe there is anything worth staying for has already begun to surrender, whatever any other community does. The first enemy of the West is not the Islamist. It is the sterility, material and spiritual, of a civilisation that has forgotten why it exists. The command given to Israel on the threshold of the promised land is given to us:

Elige ergo vitam, ut et tu vivas et semen tuum.

Choose life, therefore, that both you and your descendants may live.

— Deuteronomy 30:19 (Vulgate)[11]

IV. The Verdict on Islamism

I distinguish, as every honest Christian must, between Muslims, who are persons and neighbours, and Islamism, which is a political programme. But having made the distinction, I do not soften the verdict. Islamism, the project of making sharia the public law of a society, is incompatible with the West at its root. It denies the distinction between the things of Caesar and the things of God. It denies the equal standing of men and women, of believers and unbelievers, before the law. It denies the freedom to leave a religion. It is not a variant of Western pluralism to be accommodated. It is its negation.

This is not merely a theologian’s judgement. The Grand Chamber of the European Court of Human Rights, ruling unanimously in Refah Partisi v. Turkey, held that “sharia is incompatible with the fundamental principles of democracy,” and that a democratic State need not wait until a party seeking to impose it has taken power before acting against it.[12] The West has, in its own highest court of rights, already pronounced sentence on the programme. What remains is to enforce it.

And the programme is among us. A British preacher with an online following has declared that a Britain ruled by sharia would execute homosexuals, adulterers, the unmarried who live together, and those who insult the Prophet.[13] The independent reviewer of terrorism legislation reported in 2022 that a structured Islamist gang culture had established itself in parts of the prison estate, grooming inmates towards violence against non-Muslim prisoners and staff, and imposing its own punishments, including flogging.[14] The Security Service has been reported to hold more than forty thousand people on its books as present or past subjects of terrorist concern.[15] A group since proscribed denounced the flag of St George as the emblem of crusaders, and employers, a department of the State among them, told their staff not to display it.[16] A survey for Channel 4 found that nearly a quarter of British Muslims would support areas of Britain governed by sharia instead of British law.[17] In France, the government’s own report described a patient Islamism “from below,” working through associations, schools and town halls.[18]

Each of these facts would be troubling alone. Together they describe a movement that has studied the West’s weaknesses with care: its guilt, its legal scruple, its fear of the accusation of bigotry, its institutional cowardice. It is that movement, and not the Muslim family next door, which this essay names as the adversary.

V. To the Islamist:

There Is No Light at the End of the Tunnel

I now address the Islamist directly, since I know that he reads these pages.

You believe that time is on your side: that the West is old, tired and childless; that its people no longer believe in anything; that its courts will protect you while you work to abolish them; and that patience will deliver what force never could. You believe that the tunnel is long, but that there is light at its end. You are mistaken. There is no light at the end of your tunnel. The train has left the rails, and the darkness ahead of you is complete.

You are mistaken, first, about the people. The mood I described at the outset is not a passing irritation. It is the awakening of nations that had been told for a generation that they had no right to a home of their own, and that have begun to reject that lie. Every boast like Arifi’s, every podcast promising executions, every prison wing turned into a fiefdom, every attack on a flag or a church, hastens that awakening. You are not wearing the West down. You are waking it up.

You are mistaken, second, about the law. The courts you exploit have already ruled against your programme. The State that you imagine to be paralysed holds the monopoly of legitimate force, and St Paul reminds every Christian ruler of the purpose for which it is held:

θεοῦ γὰρ διάκονός ἐστιν σοὶ εἰς τὸ ἀγαθόν. ἐὰν δὲ τὸ κακὸν ποιῇς, φοβοῦ· οὐ γὰρ εἰκῇ τὴν μάχαιραν φορεῖ.

For he is God’s servant for your good. But if you do what is evil, be afraid, for he does not bear the sword in vain.

— Romans 13:4 (NA²⁸)[19]

You are mistaken, third, about history. Aristotle observed that peoples of different stock are a cause of civil strife until they learn to breathe together, and that a city is not made from any chance multitude, nor in any chance length of time.[20] Where Islamic rule was imposed on Christian peoples who kept their faith, in Iberia, in Sicily, in Greece, in the Balkans, it ended in reconquest and revolt. The peoples of Europe have not forgotten how to defend what is theirs. Any attempt to impose your law upon them would not end in a caliphate. It would end in a conflict you would lose, and the West is resolved to prevent you from bringing anyone to that point by stopping your project long before it gets there.

And you are mistaken, last and most deeply, about God. You suppose the faith of the West to be dead because its churches are emptier than they were. But the Church has outlived every empire that thought to bury it, and it will outlive you. The Cross that you would remove from our flags has stood over the graves of better men than either of us, and it will stand when your movement is a footnote in the histories of failed ideologies. Your tunnel leads nowhere. Turn back.

VI. To Our Muslim Neighbours

To the Muslims who read this, and who have no part in the Islamist project, I speak differently, but no less plainly.

You are welcome as citizens, and you are owed what every citizen is owed: the protection of the law, the freedom to worship, and the respect due to every person made in the image of God. You are not welcome to change the foundations of the society that received you, and no one has the authority to grant you that, because no generation owns those foundations. There will be one law in this country, and it will be the law that grew from Christian soil. There will be no sharia councils exercising authority over your daughters, no blasphemy codes enforced by intimidation, no penalty for those among you who choose to leave your faith. If you find that intolerable, you have misunderstood where you live.

Most of you, I believe, do not find it intolerable. The same survey that found a quarter supporting sharia found that 86 per cent felt a strong sense of belonging to Britain.[21] Then belong to it as it is, not as the Islamist would remake it. Stand against him in your own mosques and families, where he must first be defeated. You will find no better protection against him than the Christian law of the West, which he hates precisely because it protects you from him.

And know this also, without offence: the Church will not stop speaking to you of Christ. We do not hide our conviction that he is the Son of God, crucified and risen, and the Saviour of every man, the Muslim included. We will never compel you; compulsion in matters of faith is contrary to the Gospel. But we will never fall silent either. That, too, is part of the West you have come to live in.

VII. What Must Be Done

Declarations are worth little without resolve. The following are the minimum that a Christian West, confident of its own foundations, should demand of its governments.

There must be one law for all, and no parallel jurisdiction in family, commercial or criminal matters under any name. The law against incitement must be enforced against those who call for the execution of homosexuals or apostates with at least the vigour now spent on far lesser offences; British courts convicted men for exactly such incitement in 2012, and the law has not changed since.[22] Foreign nationals who preach the overthrow of our law should be refused entry or required to leave, as Germany has done.[23] The Islamist structures exposed in our prisons must be broken up, as the independent reviewer recommended. The pace of settlement must be one that allows those who arrive to become part of the nation rather than a nation apart. And the public symbols of our civilisation, the Cross on our flags first among them, must be displayed with confidence, not apologised for.

But the decisive work belongs to the Church and to Christian families, not to the State. No law can make a people want to live. The answer to Islamism is not merely its defeat but the renewal of the faith that made the West: churches filled, children baptised and taught, families that welcome life, young men and women who know what they believe and why it is worth defending. A Christian West that believes in itself has nothing to fear from Islamism. A West that has stopped believing has everything to fear from it, and from much else besides.

The citadel Arifi wishes to see fall is not made of stone. It is made of faith, of memory, of law and of the conviction that the State is not God. It cannot be taken from without. It will not be surrendered from within. The Carthusians took their answer for a motto long ago, and it is ours:

Stat crux dum volvitur orbis.

The Cross stands firm while the world turns.
